According to The Sun, Derby County have turned down the chance to sign Ravel Morrison after his release from Dutch side ADO Den Haag in January.
The mercurial talent is currently a free agent and looking for a new club.
Morrison was once on the books of Manchester United, before having short spells at West Ham United, Lazio, Sheffield United and Middlesbrough among others.
Rooney will know all about Morrison from his time at Old Trafford.
But The Sun claim the Derby boss turned down the chance to sign the playmaker, with the Rams boss quoted as saying he is happy with his current attacking options.

“Obviously I know Ravel because I played with him, but I am happy with the squad I’ve got, it’s a good squad of players. I hope Ravel can find a club which he deserves, because he’s a fantastic player, and I wish him all the best,” Rooney explained.
Morrison has had a difficult time realising his enormous potential.
Former United boss Sir Alex Ferguson claimed he was a huge talent, while current Bournemouth caretaker manager Jonathan Woodgate called him an absolutely outstanding player in an interview with the Northern Echo during his short spell at Middlesbrough last season.
Morrison, 28, still has time on his side to finally find his feet.
Derby, meanwhile, signed five new players on loan on deadline day, with both Lee Gregory and Patrick Roberts moving to Pride Park to bolster the squad’s attacking options.
Tom Lawrence, Kamil Jozwiak, Martyn Waghorn and Jason Knight can all play off striker Colin Kazim-Richards, giving Rooney several attacking options moving forward.
